In August 2026, the Civil Affairs Bureau of Shanghai Municipality released the Directory of Professional Institutions for Estate Administrator Affairs (Law Firms), and Shanghai Tianyuge Law Firm was successfully selected for inclusion.
This marks the first directory of its kind issued by the Civil Affairs Bureau of Shanghai. Compiled in accordance with the Several Opinions of the General Office of the Shanghai Municipal People's Government on the Civil Affairs Department Performing the Duties of Estate Administrators and Disposing of Uninherited Estates, the directory was finalized through rigorous procedures including voluntary institutional application, multi-dimensional comprehensive assessment, public notice and review, ultimately selecting law firms featuring sound professionalism, compliance credentials and outstanding competence to be listed.
The estate administrator system serves as a vital supporting regime under the Succession Part of the Civil Code of the People's Republic of China. Its core purpose is to regulate estate disposal, debt repayment and rights protection under special circumstances such as estates without heirs or cases where heirs renounce inheritance. Prior to the partition of an estate, the property concerned remains in a pending ownership limbo. Without professional and standardized custody, asset loss, value depreciation and other risks are highly likely to arise, making it difficult to effectively safeguard the legitimate rights and interests of creditors, legatees and other interested parties.
As independent and neutral professional legal service providers, law firms participate in the entire estate administration process. Abiding by legal norms in key stages including asset inventory and verification, sorting and settlement of claims and liabilities, formulation of estate distribution plans and title change registration, they address the professional limitations of administrative disposal via refined and specialized legal expertise. This ensures the entire estate disposal process is lawful, compliant, open and transparent, and properly resolves inheritance disputes and safeguards all parties’ rights through legal approaches.
With in-depth expertise in family affairs and property legal services, Tianyuge maintains operational cooperation with multiple notarial institutions, boasting extensive practical experience in non-litigious family legal matters such as will drafting, succession and property deposit. Its commercial dispute team is proficient in equity sorting, claim and liability liquidation and intellectual property ownership disputes; its bankruptcy restructuring team has been repeatedly appointed as administrators by courts, developing mature practical systems covering asset verification, claim examination and property disposal. Drawing on accumulated experience across family affairs, commercial affairs and bankruptcy practice, the firm transcends single-discipline limitations to adeptly handle complex estate administration matters involving intertwined corporate equity, external claims and family interests, delivering integrated compliance solutions.
Estate administration work demands stringent standards in legal professionalism, procedural rigor and interest balancing. Cases often entail complicated kinship ties, ambiguous property ownership and intricate legal application issues, imposing exceedingly high requirements on the professional competence, practical experience and professional ethics of service providers.
This selection stands as recognition from the competent industrial authority of Tianyuge’s professional capabilities and compliant service quality, as well as a substantial accountability. Moving forward, Tianyuge will strictly abide by laws, regulations and relevant administrative codes issued by the civil affairs authority. Integrating the rigorous criteria of commercial legal practice, the compliance framework of bankruptcy administration and the meticulous philosophy of family legal services, the firm will meticulously verify all property clues, accurately calculate every claim and liability, balance the lawful rights and interests of all stakeholders, and deliver standardized, regulated and professional legal services to complete all estate administration work steadily and efficiently, contributing to the improvement of the regional legal system governing estate administration.
